Carter Associates is an approved supplier under the Common Use Agreement (CUA) For Human Resources & Investigation Services Contract number HRS2021.

All investigators are qualified and licensed in Investigations and Statutory Compliance with a strong commitment to the highest ethical standards and experienced in working with people at all levels. Additionally, Carter Associates have many years of experience in Human Resources within Australia and overseas.

Mediation is a form of alternative dispute resolution, whereby parties attempt to resolve their differences without going to court. The role of a mediator is to use the necessary skills and techniques to bring parties together to resolve their differences in a relaxed and informal process. We work as an impartial third party resolving conflict through specialised communication.

About Our Services

Bullying & Harassment:

Allegations of bullying and harassment can be damaging and traumatic for all involved. For the Company or Organization, it affects the efficiency and output of staff, and if not addressed, can adversely affect staff motivation and the company, department or organization’s culture and reputation.

For individuals it can cause trauma and upset, which can then create unwillingness of those individuals to give their best at work, which in turn can then lead to Performance Management issues. At the very worst these behaviours can spread to individuals’ personal lives. A discrete, sensitive, factual investigation can demonstrate your company, department or organisation’s commitment to providing a safe and caring work environment. The processes of our investigations are transparent, systematic and always completed in a timely manner.

Meeting with the client is paramount for all investigations. This establishes the trust, professionalism and loyalty that need to exist to enable the investigation to be conducted in total professionalism. Evidence is collated in a private report, which includes Complainant Statements, Respondent statements, Witness statements, photographs and video evidence, email evidence as and when required. All information sought is with a signed disclaimer agreement by all parties involved.

Workplace investigations can be a daunting and stressful experience, encouraging a safe and confidential environment helps to diffuse emotional and aggressive situations from progressing and deteriorating.

Sexual Harassment:

Despite common belief sexual harassment in the workplace or outside of the workplace is often about a sense of power and authority rather than sex. The experience after the attack is often proven to be more damaging than the original harassment itself and has or can have adverse effects on the victim’s workplace behaviour or in their personal life, with their family and friends.

Opinion sometimes suggest the complainant provoked or initiated the attack, making the individual feeling worthless or too scared to come forward due to fear of repercussions.

One of the roles of the investigator is to ensure a safe and assured environment is provided to gain the trust of the Complainant, Respondent and Witnesses. A Complaint or grievance may be about an act, gesture or situation that is deemed to be inappropriate.

As part of the investigation process we will collate the facts and present a comprehensive report to clarify the complaint, which will then be supported by statements by the Complainant Respondent, Witnesses, and supporting evidence as required.

We provide support and guidance on the best way to move forward in a discreet and professional manner to ensure our client feels at ease at all times.

Inappropriate Behaviour:

Many of us may have been at the wrong end of a bully or being harassed at sometime, whether that has been in school amongst a group of friends or in the workplace. As times change behavior’s change and they can be defined in many other ways.

If an individual feels that another colleague or boss is ‘coming on to ‘them in a sexual manner, or has made passes or comments at them that they receive in an inappropriate way these can be addressed.

This could be, at the least a touch of the arm, a hug or a hand on top of yours! When this is experienced in the workplace it can be very intimidating to pursue the issue, for the fear of a false allegation or repercussions in the future.

As Investigators we take on board the individuals concerns, investigate them in a discreet and professional manner and produce reports that will give subjective accounts of the alleged incidents and provide clear recommendations to address the findings and conclusions reached.

It is important that the client feels able to speak freely and openly without fear of being made to feel insecure, intimidated or undervalued and our repeat clients demonstrate our success in this field

Mediation:

Through mediation we work as an impartial third party resolving conflict through the use of specialized communication and negotiation techniques.

Mediation is used to work with the individuals concerned to actively encourage all parties to work through the process of mediation in a constructive direction to help find their optimal solution.

With the training and techniques we use we are able to express empathy between disputants, to help parties to reach a agreement of a mutual position of compromise.

Parties to mediation are typically ready to work mutually toward a resolution. In most circumstances the mere fact that parties are willing to mediate means that they are ready to “move” their position.

The parties thus are more amenable to understanding the other party’s side and work on underlying issues to the dispute, this is encouraged by the mediator.

Andrea Carter is a registered, licensed Investigator and Inquiry Agent through the Western Australia Police Services. In conjunction with her many years of experience in human resources within Australia and overseas, she offers a broad range of skills to conduct professional workplace investigations.

Andrea also has a number of years’ experience with senior military and civilian personnel in a diverse overseas military environment, which means she is an assured individual able to analyse complex information, carry out comprehensive surveillance and deal with fact finding exercises in a discreet and professional manner.

Specialising in investigating allegations of bullying and harassment, discrimination, misconduct and other breaches of policy and procedures, Andrea is highly regarded for her professionalism, knowledge, integrity and objectivity. Promoting the principles of natural justice and given her experience of working with people she offers empathy, support and constructive advice while maintaining the utmost confidentiality and discretion at all times. Andrea thrives to deliver and acquire the best service possible.

As a licensed investigator she is trained in obtaining lawful evidentiary surveillance. This means that the evidence that is provided is admissible. Andrea’s surveillance skills have been used in the fields of background checks, personal infidelity, employee verifications and unlawful business activities

Andrea is also a trained mediator with skills to bring parties together to resolve their differences in a managed, relaxed and constructive process. Her mediation skills complement investigations and allow her to offer a collaborative dispute resolution service between parties. These skills may be associated with an investigation or can be utilised directly.
